EXECUTIVE SUMMARY: 46TH ANNUAL GENERAL MEETING (AGM) AND NATIONAL COLLOQUIUM OF THE ALUMNI ASSOCIATION OF THE NATIONAL INSTITUTE (AANI)
AANI’s 46th AGM and National Colloquium in Abuja focused on “State Police and Community Policing” as solutions to Nigeria’s growing security challenges. Participants agreed that the current centralised policing system is inadequate and called for constitutional reforms to allow a regulated hybrid policing model combining State Police and Community Policing. The colloquium also stressed the need for better funding, training, accountability, intelligence-sharing, and community involvement, while emphasising that lasting security requires good governance, justice, and socio-economic development.

COMMUNIQUE OF THE COLLOQUIUM ON STATE POLICE AND COMMUNITY POLICING: CHALLENGES OPTIONS AND OPPORTUNITIES, HELD AS PART OF THE 46TH ANNUAL GENERAL MEETING OF THE ALUMNI ASSOCIATION OF THE NATIONAL INSTITUTE (AANI) AT THE MUHAMMADU BUHARI CONFERENCE CENTRE, ABUJA, ON SATURDAY, 18 APRIL 2026
At its 46th AGM in Abuja, the Alumni Association of the National Institute (AANI) held a colloquium on State Police and Community Policing, describing the topic as timely amid Nigeria’s growing security challenges. Participants noted that the current centralised policing system is overstretched and inadequate, while concerns over insecurity continue to rise. The colloquium recommended constitutional amendments to allow State Police under a regulated hybrid system with clear operational guidelines, funding, training, and accountability measures. Participants also stressed that lasting security requires not only policing reforms, but also good governance, justice, economic development, and community involvement.

AANI praised Prof. Omeire’s outstanding academic contributions, extensive publications, pioneering roles in university administration, and his dedication to rural development and social sciences. The association described him as a symbol of integrity, hard work, and humility, while praying for greater achievements, good health, and continued success in his new rank.

AANI congratulated NIPSS DG Prof. Ayo Omotayo on his Honorary Fellowship from NIPR, conferred at NIPR Week 2026 in Kaduna. In an April 24, 2026 letter, AANI President Amb. Emmanuel Obi Okafor called it well-deserved, praising Omotayo’s contributions to leadership, public policy, and communication, and commending his work strengthening NIPSS as a policy think tank.

AANI CELEBRATES OBI OF ONITSHA, IGWE ALFRED ACHEBE, CFR, mni, AT 85
The Alumni Association of the National Institute (AANI) has celebrated Igwe Alfred Nnaemeka Achebe, CFR, mni, on his 85th birthday, describing him as a symbol of wisdom, cultural pride, and transformational leadership. AANI praised the Obi of Onitsha for his pioneering role as a member of the maiden Senior Executive Course (SEC 1) of the National Institute in 1979, as well as his distinguished international career with Shell�. The Association also commended his impactful reign as the 21st Obi of Onitsha, highlighting his contributions to education, peace, youth development, national unity, and responsible leadership. The statement, signed by Engr. Ifeanyi Jude Ngama, mni, described the monarch’s life as a legacy of integrity, excellence, and service, while praying for his continued good health and wisdom.

AANI CELEBRATES ALHAJI ABUBAKAR DARDISU mni ( SEC 41,2019) AS SARKIN MUDURUN KATSINA
The Alumni Association of the National Institute (AANI) celebrated the turbaning of Alhaji Abubakar Dardisu as Sarkin Mudurun Katsina and District Head of Muduru on 2 May 2026 at the Emir of Katsina’s palace. The event drew top dignitaries, including governors, AANI leaders, and traditional rulers, and featured a ceremonial procession and reception. Dardisu’s appointment reflects his strong record of service, professional excellence, and deep-rooted lineage in Muduru’s traditional leadership. AANI congratulated him and reaffirmed its commitment to leadership, unity, and national development.

AANI ADVOCATE STATE POLICE, HIGHLIGHTS ROLE OF JUSTICE AND SOCIETAL ORIENTATION IN TACKLING INSECURITY
The Alumni Association of the National Institute (AANI) has called for an urgent, comprehensive overhaul of Nigeria’s security architecture, prioritizing the establishment of state police to address persistent security challenges. This call was the key outcome of AANI’s 46th Annual General Meeting (AGM) and National Colloquium, which gathered key stakeholders in Abuja under the theme “State Police and Community Policing: Challenges, Options and Opportunities”. DSS Director-General, Mr. Oluwatosin Adeola Ajayi, emphasized that President Bola Ahmed Tinubu is fully committed to tackling insecurity, while stressing that trust gaps and societal orientation are crucial factors. The discussions highlighted that the centralized policing system is currently overstretched, under-equipped, and inadequate for handling decentralized, modern security threats. Participants argued that State Policing is necessary for effective law enforcement, better coordination of security outfits, and bridging the gap between security institutions and the community.
